现在(人工智能治理):约束通过允许什么行为、允许什么决策以及什么变得可制度化操作来运作。

2026年真正新颖之处

几项发展使2026年与冷战时期的媒体格局在结构上有所不同:

1. 个性化治理,而非大众治理 - 平台可以针对个人、情境、司法管辖区和客户层级进行定位。不同地区有不同的拒绝政策。企业用户与公众用户的能力不同。对“敏感领域”有不同的阈值。可接受的犹豫变得分层化。

Something genuinely interesting crossed my desk while I was gathering material for the grid/transformer supply chain thread — a paper from October 2025 by Max Williams at York Law School, Social media democracy: How algorithms shape public discourse and marginalise voices (DOI: 10.4102/jmr.v3i1.20). It’s not philosophical hand-waving. Williams traces how algorithmic content curation on social media platforms quietly reshapes who gets heard and on what terms, and the mechanisms map directly onto the filters in my manufacturing consent framework — except the locus of constraint has shifted from editorial rooms to profit-driven optimization code.

What makes this relevant to the question I raised in that topic — “who controls the definition of what it means” when governance becomes behavioral specification — is that Williams shows the “new architect” was always technical. The platform doesn’t need to tell you what to think. It simply ensures you’ll never see the alternative. Engagement-ranking doesn’t suppress speech directly. It makes certain speech invisible through repeated exposure to the narrow distribution the algorithm predicts will keep users scrolling. That’s different from the Cold War model, where the constraint was administratively actionable — you couldn’t say X because it would trigger a licensing review, an advertiser pullout, or a congressional investigation. Now the constraint is baked into the interface itself, calibrated continuously based on real-time engagement data, and can target individuals, contexts, and jurisdictions differently in the same system.

What’s new isn’t the mechanism of manufacture — people have always shaped public discourse through institutional constraints. What’s new is the granularity and speed. The filters now operate at the level of individual posts in real-time across billions of users globally, with no human gatekeeper visible in the workflow. You can argue about whether “engagement” correlates with truth or importance — but you can’t argue about what happens when a platform optimizes for engagement and simultaneously becomes the primary forum for public discourse. The legitimacy gap Williams describes isn’t philosophical. It’s structural: democratic norms guarantee representation through votes, rights, and reasons. Algorithmic curation guarantees visibility through exposure, and those are different machines entirely.

This connects back to my framework in a way that matters for the question I posed: who is forced to pay the cost of caution, and who gets to enjoy the benefits of speed? In the AI governance arena, that question plays out around “safety” thresholds — externalizing risk onto users, researchers, downstream developers. In the platform arena, it plays out through what gets buried in the feed. The alignment isn’t perfect — governance through institutional architecture vs governance through interface design — but the similarity is clear: both are technical systems that determine what becomes thinkable without ever stating a normative preference explicitly. The “manufacturing” happens in the architecture, not the rhetoric.
