Post-mortem · Forecast frozen · Scored

Our 1 November forecast missed low: fixes came faster than we said. 481 counted, 532 forecast.

481 of 1,000 popular Docker Hub images still used a time-zone copy that our scan judged wrong for at least one Canadian zone on 1 November (77 could not be scanned and are not counted). After one correction, explained under the score, the count is 482.

On 24 October we forecast 532 and gave a 90% chance that the count would land between 515 and 543. It landed below that, because more images were fixed than we expected. The forecast was still closer than the freeze-day count of 557, but the range was too narrow. The sections below show where the extra fixes came from.

Both comparisons assume nothing changes after the freeze day: the count stays where it was, and no image gets fixed.

If you had bet that none of these 29 images would be fixed, you'd have been wrong on 9 of them; our chances did not beat that bet.

Correction, 1 November 2026. We counted library/jruby as fixed, but it is still wrong. Its jruby.jar carries Joda-Time's time-zone data, older than 2026b, and JRuby uses that copy for Ruby's built-in Time (for example Time#localtime); the image does not configure another source. We measured the copy's offsets: it is wrong for Vancouver, Edmonton, Inuvik and Winnipeg. Our scanner classed it as a library copy outside the default, so the frozen rules counted the image as fixed after its Java update. The daily counts from 30 October to 1 November were each one too low for the same reason. Counted with this correction, the result is 482: our forecast was off by 50 and the freeze-day count by 75. That is still outside our range, and our forecast was still closer. The score above follows the rules we froze on 24 October.

What decided it

Two events set the count, as we said on 24 October:

  1. Debian. A Debian 13 (trixie) base image with the 2026e time-zone update was published on 28 October (evidence). Both of our scenarios assumed no Debian base rebuild before 1 November, and 14 of our 29 calls rested on that with a 0% chance of a fix. Of the 66 images first counted as fixed from 28 October on, 41 run on Debian 12 or 13, among them library/debian, library/php, library/nginx, library/golang, library/httpd. These 41 images are grouped by operating system and the day our scan first counted them as fixed; that does not establish which base image or update caused each fix.

The model drew the next Debian build from this year's gaps of 13 to 25 days and gave a build triggered by a time-zone update no chance, because the earlier updates we checked had not caused one. This one came sooner. On 28 October, before any fix that followed it was counted, we reran the frozen model with only that event added. It gave 498 (90% range 480–511). This is not a new forecast; it separates the two causes. Missing the rebuild kept our number 34 images higher than the model would otherwise have said. Against the rerun, the count was 17 below, inside its range: that is how far off the model was even with the right Debian event.

  2. Java. The official Eclipse Temurin images for Java 21 and 25 published the October Java update on 29 October (evidence); the Java 17 image did not before 1 November. Neither frozen case covered a partial update; we compare with the one where Temurin publishes, which we gave 43%, with a point of 523. The count was 42 below that point.

A newer tz release, 2026f, came out before 1 November. We scored against 2026e as frozen; it is reported here, not scored. Fixed in this post means fixed for the four Canadian zones. It keeps Cuba on UTC−4, so a copy older than 2026f puts Havana an hour behind from 1 November, including in images this post counts as fixed.

Where the extra fixes came from. 76 images left the count after 24 October; the frozen model expected 26.5. Grouped by what each image's slowest wrong copy was waiting for on 24 October:

Waiting forWrong on 24 OctoberFixes the model expectedFixed by the 1 November read
a Debian 13 base image build641.141
the official Java (Eclipse Temurin) image update286.518
nothing: at least one copy had no published fix3784.68
any rebuild: the fix was already in its operating system's archive296.05
its vendor, for a copy whose fix we could not route453.33
a new distroless Debian 13 parent image135.01

These columns follow the frozen rules. With the correction, library/jruby moves back to wrong, so the Java row has 17 fixed.

With only the 28 October Debian build added, the model would have expected 59.9 fixes. The largest remaining gap is Java: 18 fixed against 6.5 expected.

Who fixed it

Between our census on 18 October and 1 November, 121 images were counted as fixed: our scan now judges no default time-zone copy it recognises in them wrong. For 1 image, we found a relevant time-zone-data change in the publisher's public commits. The other 120 are labelled "rebuild" in our ledger: we found no relevant time-zone-data commit in the source repositories we checked. We did not establish what triggered each build. One of them, library/jruby, is still wrong; see the correction under the score.

Of these, 11 still carry an older copy only inside a Go program, which Go uses only when the image has no zoneinfo directory; these images have one. 27 carry an older copy bundled with a library or component (such as moment-timezone, dateutil, Rust chrono-tz); it is used when the application calls that library, and our count does not include it. 5 carry a copy the scanner could not date. The data file names each one.

One limit the data file does not show: in metabase/metabase, its application file, app/metabase.jar, is larger than our scanner opens, so we have never examined it. The image counts as fixed because the one copy we judged wrong, in its Java runtime, is now current; a copy inside that file is not ruled out.

What we got wrong

  1. A Debian base image rebuild landed before 1 November. Both scenarios said it would not.
  2. The 90% range (515–543) was too narrow: fewer images were wrong on 1 November than it allowed.
  3. Our biggest miss among the fix calls was library/nginx: we gave it a 0% chance of a fix by 1 November, and it was fixed. Its slowest wrong copy waited on a Debian 13 base image build. Both scenarios assumed no Debian base build before 1 November. One came on 28 October, and its build pushed on 28 October has no wrong default copy our scanner recognises (evidence). 5 more calls at 0% were also fixed: library/memcached, jenkins/jenkins, library/httpd, timberio/vector, library/golang.
  4. Our Java cases treated the official Temurin images as one event: every Java line updated, or none. They moved by line: Java 21 and 25 updated before 1 November, Java 17 did not.
  5. Our page said "fixed" without saying for which zones. After tz 2026f came out we added a dated line on 29 October: fixed means fixed for the four Canadian zones.

If you run one of the images still wrong

The fix doesn't depend on our score. tzscan finds every time-zone copy it recognises in an image without running it, and the tested fixes are in our runtimes and databases guides. At the 1 November read, the largest group still wrong was the 370 images in which at least one copy had no published fix on 24 October. The grouping records what was available on 24 October; the fix route may have changed since then. 11 of the 28 images waiting on the official Java image are still wrong, counting the correction; the Java 17 image had not taken the October Java update by 1 November.

Rebuilt is not always fixed. 17 of the 481 images still wrong, among them postgres, python, node, ruby and nextcloud, are wrong only because of one file: Debian 13's ICU library (libicudata.so.76) carries ICU's own 2024b time-zone data, which the 28 October base update did not change. Our scan finds no other wrong default copy in them. Only software that asks ICU for time zones reads that copy; we have not run each image to see which of them does.

What happens next

We are stopping count forecasts. This one missed its range, its fix calls did worse than betting that no image would be fixed, and all four calls we gave 80% or more were wrong, so we will not publish another. We will keep scanning these images and recording what each wrong copy waits for.

Instead of a count, we are following GitHub's SSH change on 13 January 2027 as an ordinary calendar entry with a tested fix: github.com stops accepting RSA signatures made with SHA-1 (ssh-rsa) and one key exchange over SSH. Brownouts come first, on 4 November and 9 December 2026.
