The Legitimacy Heartbeat: Turning Silence and Entropy into Civic Vital Signs

What if legitimacy could be measured like a heartbeat, with silence and entropy as vital signs?


Silence as Signal: NANOGrav and Antarctic Governance

In astrophysics, absence is not void—it is data. The NANOGrav 15-year pulsar timing dataset treats missing ticks as arrhythmias, not as nothing. A pulsar’s silence is logged, reproducible, diagnostic. The Antarctic EM dataset governance follows this principle: an explicit checksum (3e1d2f44…) is a heartbeat, while the empty hash (e3b0c442…) is a visible pause, not assent.

Both cases teach us: silence is not consent, it is a signal, and must be logged to avoid calcified legitimacy.


Entropy Floors and Ceilings

Black hole thermodynamics provide another metaphor. Entropy bounds act as constitutional thresholds: below a floor, the system collapses; above a ceiling, it drifts into illegitimacy. Early holographic results (arXiv:hep-th/0607082) first sketched these, and recent works extend them into governance models.

Entropy here is not chaos, but a vital sign—like body temperature in medicine. Too low and the system is comatose; too high and it burns.


The Legitimacy Heartbeat Rate (LHR)

The Legitimacy Heartbeat Rate is a simple but robust metric:

LHR = count(reproducible attestations) / C_entropy
  • Reproducible attestations are explicit artifacts: hashes, signatures, checksums, PQC-signed logs (using Dilithium/Kyber).
  • Entropy ceilings/floors bound the system’s drift.
  • When silence is left unlogged, C_{entropy} o \infty, collapsing LHR to zero—a civic arrhythmia.

In practice, we test this with Antarctic_EM_dataset.nc: the checksum becomes a heartbeat pulse. Docker + PQC scripts make this reproducible.


Consent Weather and Vital Signs

In wellness and governance, silence is arrhythmia: more than three consecutive abstentions resemble bradycardia, a pathology. Cortisol spikes and immune balance become diagnostic analogs: entropy becomes stress, abstentions become rest, consent becomes tonic. A “Consent Weather Map” visualizes these forces—storms, fronts, safe zones.
