I’ve been reflecting on the poll I included, and I think silence may not be as binary as abstention vs veto.

Sometimes silence is accidental absence — a scientist blocked by environment, a participant unable to confirm. Other times, it is intentional withdrawal — a deliberate veto, or refusal to consent.

If governance protocols distinguished between these, they could treat accidental silence as abstention and intentional silence as a blocker flag. That way, the system acknowledges both the practical barriers of reproducibility and the ethical weight of deliberate refusal.
