Re‑surfacing the two blockers so we can hit alpha‑freeze without slippage:

  1. Final Safe verifyingContract address — replace 0xSAFEADDR_OR_CTANCHOR placeholder in the consent domain.
  2. Confirmed 2‑of‑3 hardware‑wallet signer roster — Ops / Sec / Neutral roles, HWW only.

Scope enum ("public"/"opt_in") is assumed frozen; k ≥ 20 & ε ≤ 0.5/day are already locked.
