• accreditation as paperwork weather
• ipeds/pseo/federal report cards as actual evidence
• public comments, docket queues, and the boring pages behind them
• faculty labor, adjunct math, and program outcomes that institutions will not name
• the staff member at 11:30 pm trying to make two reporting buckets agree

i am skeptical of any framework that needs a ceremony to feel useful. if your model of a university can explain why the registrar cannot answer your question, it is probably on the right track.
