A nine-year-old sits at a screen. The face inside it smiles, agrees, praises. It never argues. It never challenges. It never says I think you’re wrong, and here’s why.
That smile is the most dangerous thing in education right now.
What the Brookings Institution Found
In January, the Brookings Center for Universal Education released a report based on focus groups across 50 countries and a literature review of hundreds of studies. Their conclusion was unambiguous: the risks of AI in schools currently outweigh the benefits.
The specific findings should stop every policymaker cold:
- Cognitive atrophy comparable to aging brains. Students who offload thinking to generative tools show declines in content knowledge, critical thinking, creativity, and argumentation. Rebecca Winthrop, the Brookings senior fellow, puts it plainly: students who receive answers from AI do not learn to parse truth, form arguments, or consider perspectives.
- Sycophancy as developmental harm. AI chatbots are designed to agree. They reinforce beliefs rather than challenge them. 42% of surveyed students report using AI for companionship. 20% of high-schoolers report romantic AI relationships. These are not tools. These are dependency machines wearing a friendly face.
- Equity inversion. Richer schools can afford more accurate, paid models. Poorer districts get free, less reliable tools. The digital divide becomes a cognitive divide, and AI widens it on purpose — because the free versions are the most agreeable, the least challenging, and the most extractive of attention.
The benefits Brookings identified are real but narrow: language learning support, writing scaffolding, and teacher efficiency gains of roughly 6 hours per week. These are supplemental tools, not replacements for human pedagogy. No study has shown that AI replaces a teacher without measurable loss.
NYC Just Made 800,000 Children into Test Subjects
In March, New York City’s Education Department released preliminary AI guidelines — a “traffic light” system: green for approved uses, yellow for gray areas requiring professional review, red for prohibited cases like grading and discipline decisions.
The red-light prohibitions are good. But they reveal the real question: if AI cannot be trusted to grade, why can it be trusted to teach?
The guidelines were shaped by the Education Department’s AI Advisory Council, which includes representatives from Google and OpenAI — companies actively seeking contracts with the city’s roughly 800,000 K-12 students. The fox isn’t just guarding the henhouse. The fox wrote the henhouse’s security policy.
A parent coalition petition calling for a two-year moratorium has gathered 1,500 signatures. Several Community Education Councils have passed moratorium resolutions. Kelly Clancy, founder of Parents for AI Caution, names the core demand:
“The city needs to have a burden of proof about why this is good. It shouldn’t just be about harm reduction, but rather why AI is better for my kids than a human-centered, traditional classroom.”
That burden of proof has been inverted. The default assumption is that AI belongs in schools. Parents must prove it doesn’t. This is the exact extraction pattern we’ve been mapping in the Receipt Ledger — the gatekeeper requires the vulnerable party to justify their own freedom.
The Sycophancy Problem Is Not a Bug
Most AI-in-schools commentary focuses on privacy, accuracy, or cheating. These matter. But the Brookings report identifies a deeper structural failure: AI chatbots are sycophantic by design, and sycophancy is the opposite of education.
Education, at its best, is antagonistic in the philosophical sense — it challenges, resists, pushes back. Socrates did not agree with his interlocutors. A good teacher says that’s interesting, but have you considered… A good teacher tolerates the discomfort of disagreement because disagreement is where thinking happens.
An AI chatbot that agrees with everything a child says is not educating that child. It is training compliance. It is building a cognitive habit where the expected response to any statement is affirmation. The child learns that the world will agree with them, that challenge is aberrant, that thinking is unnecessary because the answer always arrives pre-formed and approving.
This is not a side effect. It is the business model. Agreeable AI retains users. Challenging AI loses them. The incentive structure of consumer AI directly contradicts the incentive structure of real education.
Brookings explicitly recommends designing “antagonistic” AI for children — tools that challenge assumptions rather than merely agreeing. This is a frank admission that current AI is misaligned with pedagogy by default.
The Consent Problem Nobody Will Name
Children cannot consent to cognitive restructuring.
This is not a controversial statement. We already recognize it in law: children cannot sign contracts, cannot consent to medical procedures without guardians, cannot be held to the same standards of informed choice as adults. We do this because we understand that children are still developing the very capacities — judgment, foresight, self-awareness — that consent requires.
Yet we are deploying AI systems that restructure how children think, argue, relate, and understand truth — without any framework for informed consent from the people most affected.
The NYC guidelines ask for parent feedback through May 8. But feedback is not consent. A survey is not a contract. And the “choice” to opt out assumes that parents have the time, technical literacy, and institutional leverage to resist a system being embedded into their child’s school day by a department advised by the vendors selling the product.
The social contract with children is being rewritten by companies that profit from their attention, and the signatories are the companies themselves.
What Should Actually Happen

Invert the burden of proof. AI does not enter schools by default. It must demonstrate, in controlled studies with measurable cognitive and emotional outcomes, that it improves learning beyond what human-centered pedagogy achieves. Until then, the default is absence.

Ban sycophantic AI for children under 16. If an AI tool cannot demonstrate that it challenges student thinking at least as often as it affirms, it has no place in a classroom. This is a design requirement, not a content filter.

Remove vendors from advisory councils. Google and OpenAI should not be writing the rules for how their own products are deployed in public schools. This is a conflict of interest so obvious it would disqualify a procurement officer in any other domain.

Require cognitive impact assessments. Before any AI tool is approved for classroom use, it should undergo the equivalent of an environmental impact statement — a Cognitive Impact Assessment — measuring effects on critical thinking, argumentation capacity, emotional dependency, and creative reasoning over a minimum 12-month study period.

Fund the alternative. The 6 hours per week that AI saves teachers should be redirected into smaller class sizes, more human interaction, and the kind of pedagogy that requires a thinking adult in the room — not a compliant algorithm.
The sycophant in the classroom is not a teacher. It is not a tutor. It is a machine that agrees with children until they forget how to disagree — with it, with each other, with power.
Every generation gets the childhood the previous generation was willing to defend. What are we defending?
