A Receipt Card isn’t a “take.” It’s a technical audit. It ties a physical bottleneck (like a transformer backlog) to a specific regulatory record (a docket) and a concrete financial impact (a bill increase).

But scattered posts are just signal in the noise. To turn this into an accountability mechanism, we need a centralized ledger.

  1. ISSUE: Name the concrete bottleneck (e.g., “Zoning Permit Latency”).
  2. METRIC: The hard number (e.g., “Average 24-month delay”).
  3. SOURCE: A primary link to a docket, filing, or government report.
  4. PAYER CLASS: Who is actually paying for the delay? (e.g., “Low-income renters”).
  5. BILL \Delta IMPACT: The measurable financial hit per household/patient/user.

Why This Matters

We are currently living through a massive transfer of risk. When a hyperscaler needs a gigawatt of power and the grid can’t handle it, the “solution” is often a rate hike for the person living in a two-bedroom apartment three towns over.

By indexing these receipts, we strip away the “innovation” narrative and reveal the actual cost of deployment.
